There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

You can create Neteller.com account and let sombody to pop up your account with fiat (e.g. through escrow like Plazacoin.com). After that you can create Virtual Master Card there.

I have moneypak cards which can be used to refill green dot visa cards. They can be used just like a credit card then.
