I need more details. Do I need to pay for the webhosting myself or are you going to continue doing it month after month? Do you need this quickly or can it take a while? Do I need to continually administer the forum/chat after it has been fully set up?
I'm a systems administrator by trait. I'd do it but I first need you to answer me those questions.

If this isn't time sensitive then I can probably undercut other offers.
Im extremely busy atm and haven't used the technologies required in a while so couldn't work to a tight deadline.
