currently i have a hd 6670 and a 7970 in my rig, the 6670 is used to play some light graphic games, and the 7970 is used for mining. in the motherboard the 6670 is the device 0 and 7970 is the device 1. if i game, is there any way to switch which gpu is used to play games ? let's say i play awesomenauts which isn't graphic heavy using 6670, but when i want to play skyrim i need the 7970. Can i switch to hd 7970 without changing it's slot ? btw my monitor is plugged to 6670 with hdmi

Based on what I understand, the computer will use default graphic card which is the first one... So put the mining GPU on 2nd slot...

From my understanding, the graphic that shown in the display is rendered by the card it's current plugged in.  You are currently plugged into 6670 that's why it is used for gaming and rendering your desktop.  Try unplug your display and plug to 7970 to see if it works.
