Seeing how dogecoins are on a rise i want to buy around $10 bucks for now but do not know where to buy properly

You'll have to buy some bitcoin first, then you can use one of the exchanges at cryptsy, coins-e or coinedup to exchange for DOGE. Or try finding someone willing to trade directly to you.

I wonder if DOGE will continue going up as it is already up over 400% in the past week. Cryptsy has just listed it, the subreddit is massive and there is a lot of media buzz surrounding this coin. Also Bitcoin looks like it may be bottoming from this recent sell off. What do you guys think?

Right now to buy DogeCoin the best options are:
Buy BTC and trade.
Find some1 who is selling them for paypal (there is a subreddit for this)

Do we know where to buy DOGE if I have LTC?

Coined up has LTC-->BTC trading.  Another option is to swap LTC for BTC and then trade BTC for DOGE.  You could also look to setup a private trade with someone on redit.  The options are still fairly limited at this point for DOGE trades, really.  Happy hunting.
