Is there someone I can contact, or follow some procedure to make sure someone is labeled a scammer.  Possibly check their IPs and make sure they aren't creating other accounts?  Ban the IPs?

you could also click 'Report to moderator' on their forum posts if it's a blatant scam.

I'm fairly certain it's a side-effect of the newbie restrictions.
