The calculation you provided is a bit incorrect, due not counting possible splits. This means you always get lower odds due to split calculation and on tie you get payout according to you bet / odd. In that case house edge is:

5% for lotteries and Dice
8% for poker (except starting odds)

In that fact making a bet on pre-flop is less profitable than after dealer shows 3 first cards.
Nothing changes on tie with two best hands - you get what you should get on this odd, due to splits are evaluated while calculating odds.
