I think the whole point of 2chcoin is that the russains want it to be their coin and do not want it to be pumped&dumped by foreigners.

from what I translated it is been traded between them to btc and back etc but I cannot find the exchange they are doing it on.

from what I can see the coin is working, its extremly popular in Russia, so why would they care if it popular outside Russia? they are using it between themself and mining it in huge p2pools.

the cpu p2pools I can find are over 1.0 Gh/s alone, not to mention how many GPU's are on the network.

I think the ideea to keep initial minning for their community is quite good, because here on bitcointalk the community is loose big miners are throwing any new mined coins for almost any amount, but russians are a more jpint community if they agree on selling it at a starting price of 1 Btc per million most of them will keep the price and not dump.
What i could understand is that they are going to make it international soon attending even to cryptsy so who knows maybe this can be a hit russia is the biggest country and with a strong electronic payment background.

Some ppl on 2ch r working hard to achieve completly opposite, as far as i see now. They r threatening exchange owners to put a bounty on they head via tor black market sites IF THEY WILL ACCEPT THIS CURRENCY FOR EXCHANGE. There r a closed conference where they making decisions. I just wonder what is their plan. And i know russian language btw. But not too much information in public.
And sites u have found were not created by developers of a currency. Some random coin adopters creating them. There r NO OFFICIAL SITES.
