The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

If the answer to the above questions is YES.  Then it is a scam.  100% for sure.

It may exist.  It may get to you.  But if it meets both the criteria above it is 100% and truly a giant scam.
