Although you are right that just because there are only 8 or 42 or whatever of a coin it does not mean it is rare, just different denominations. However, there is such a thing as a rare coin, or at least it is possible to make one - this could be done simply by making a coin where for example 99.999% of all blocks mine give 0 block reward, then .001% of the time it gives a block reward of some amount of coins. Then you could in theory having a lot of miners getting nothing while a few get lucky and grab a block. This I think is the true way to make a 'rare' coin.
