He seems to be doing this in all of his posts.

Already did. Just making sure that the moderator doesn't just delete his latest post, but actually addresses this issue on a user level.

In future just specify that in the report field. Something like: "This user spamming ads in every post, please check post history". The moderator can then decide on what action is necessary.

As above said, you just use the report to moderator link available next to his posts. If are complaining here about the junior member what is the use of it mate. There are many doing this to make the money but campaigns really expect the candidates can help the forum with the good posts.
As well as they expect the participates to work hard to show their projects with their quality posts.

You can report to moderator but his posts, although repetitive is on topic for the discussion. His posts are making a constructive contribution. Each thread is related to someone asking about new ICO opportunities, bounties, or how to make money on ICOs. He's sharing that the ICO he likes is an option.

I don't think you have a case for this one.
