Phase 3 doesn't exist You are absolutely correct that one of the main goals is network scalability. And this should happen at the start of phase 2.
I saw different predictions and interviews on this topic, but after what happened with the launch of phase 0, it all lost its relevance.
The most optimistic forecast between the launch of phase 0 and phase 2 is one year, and the pessimistic one is 2-3 years.

Phase 3 doesn't exist You are absolutely correct that one of the main goals is network scalability. And this should happen at the start of phase 2.

Guess then for the time being we will have to keep paying high transaction fees on ETH but, paying them for a year is a lot if you ask me hopefully in between they will do something that will make the network bit more scalable.

It is all up in the air right now. Nobody knows for sure what is going on and what will happen with tx fees or anything else. Running actual scenarios on the testnet will give an indication of what to expect but in reality the only way to know will be when using the live net. All predictions and estimates mean nothing at this stage.

Now the crazy thing is you have to wait too long to get confirmation even you use 70 Gwei as fee for your transaction. It can be stucked for hours. Ethereum network was improved after the terrible congestion in 2017 by CryptoKitties and later FOMO ICOs but now with the FOMO DeFi, Ethereum network has another technical problem to solve. Fees are high and network congested again. I don't think it will be cooled down soon because now people are in FOMO with DeFi.
