I can't find any hardware specification for it.

What I need to run cgminer in terms of memory, HD and CPU?

i`m pretty sure you can run it on any configuration which can run win32

If you mine scrypt you need 2GB or your hash rate will be low

You don't need any PC for those (except for setting them up, but you could so that on anything with a web browser).
