Well, the card may be defective ...

If it won't boot or display at all being the only card in the machine,

It's dead.

7950's and 280's work well together when configured properly.

I took out the 280x and replaced it with the 7950. It booted and displayed fine. Then windows installed its own crappy drivers for it even though i turned automatic updates off! And now it doesn't display when its the only card inserted, but the fans spin.

Its ironic that you posted this today I just got finished setting up 2 7950's and a RADEON R9 290X mining rig on WIN 7 for a DOGEcoin mining project.
The 290X was giving me fits until I set up the second 7950 with a powered riser and the 290 X on the last slot on the end then it worked.
So I setup one 7950. Then setup the second 7950 with a powered riser. Then setup the RADEON R9 on the last slot on the end directly connected.

I disabled my 7950 in device manager and now windows boots fine. Can't i install catalyst 12.8 in another folder and in device manager click update driver and point it to that folder with cat 12.8 instead of using 13.9
