Why are the Mt. Gox BTC values so much higher than other exchanges?  Is anyone paying that price?

Why are the Mt. Gox BTC values so much higher than other exchanges?  Is anyone paying that price?
Due to the long waiting times to withdraw fiat out of Mtgox, I guess people are just buying and then withdrawing Bitcoins as it would be quicker.

Exactly.
People having been waiting for months to get their USD withdrawals.
Some decide not to wait anymore. They cancel the USD withdrawal, buy back some bitcoin, and make a BTC withdrawal instead.

If you are in the US, getting USD out of Gox is pretty much pointless.  They have basically distanced themselves from the US market since the whole Dwolla account seizure and then the CoinLab fiasco.  The only way to get your money out in a timely manner is to convert it to BTC and withdraw it.
