We can't stop scam ICO launching. There is no manner to stop it, that stopping the launch of ICO is not an easy thing to do. I think it's hard to find a way for that. We just need to be careful and identify the original or scam ICO project that we will choose. Thus, the examination becomes mandatory before making a decision. Well, we can not stop people launching ICO, you can do research on their ico so we can choose ico which is not a scam. All we can do is be careful and hopeful. It is very difficult if we compare ico, so much ico now. We can see icorating etc. I think it helps to keep us away from ico scam.

Theres no way to stop it but theres a way to reduce people who get scammed simply by making a website that list suspicious ICO so that the community could judge whether an ICO is scam or not.
Theres plenty of website like this already but not really updated and people put low attention to such thing and thats why scam ICO still appear time by time.
