I would buy directly it from the ICO if you're that interested in it, instead of waiting for it to be listed on an exchange, and potentially costing you a lot of extra $. I don't really get your question..

If the ICO is already sold out, look up the coin/token on CMC or on their project site, and you should be able to find out on which exchanges they are listed rather easily.

If you missed the pre-sale then participate in their main tokens sale. That's the only way.

If you are talking about newly listed tokens then you can buy it right away on the first exchange (centralized or not) that will list them.

The way you asked that question, I think what's on your mind was there was a specific "best" crypto exchange that listing all newly tokens/coins. No it's not what you think. First listings (official) may come at different exchanges so your really need to head to that project's discussion platform to stay updated.

ICO - initial coin offerings in that stage exchange doesn't involve. Because after ICO, they list their coin in exchange for trading purposes. If you looking buy ICO coin on exchanges, that means you couldn't buy those at ICO price(applicable for good performed IOC only.)  You can directly by from ICO. But be careful when you buying from ICO, because of a lot of scammers in the crypto space.

There is no "best exchange" for ICOs, as they're being listed on various exchanges. Exchange A might accept coin X and not coin Y and exchange B might accept coin Y and not coin X, and vice versa.

 And like what AdolfinWolf said, why not buy the coins/tokens straight from their ICO site? Why would you need to use an exchange?

Is there an Initial coin offering token that can be bought if it is just only in the process of trying to hit the hard cap and the soft cap so there will be a probability and possibility to be listed in an exchange?  Am i wrong or what? base on what i have read ICO is the first stage for a certain cryptocurency be known that is/will be supported by lots of investors.

I believe decentralized exchanges have the token available the earliest so I can recommend DDEX or IDEX but liquidity may be an issue.

HItbtc announces of new coins that just got out from ICO and is the best place to buy such coins from. IF you mix presales bonus, the best time to buy is the moment it hit on an exchange, the price will reduce to about 3x because of bounty hunters, you can buy at a lesser price.

Buy the token when they are having public sale / private sale if you can be whitelisted. Note that not every ICO can be listed on every exchange site, there are so many exchanges sites and have different altcoin listed, so the "best" exchange site is depending on which exchanges are listing the ICO token you want.

nowadays most coins prices decrease than ICO price after listing on exchanges..So better to try decentralized exchanges like IDEX or etherdelta to buy new coins as they listed on first exchanges.

It will usually arrive on decentralized exchanges. IDEX is popular one and good from my experience.
Next good ico to buy: SDT, old but good concept based on NEP5. Date: 17/18[Most Probably]

Definitely idex.market for me - decentralized erc20 based exchange, sometimes they even trade coins that are still in ico phase (provided that all tokens are instantly distributed and unlocked). Just follow @Aurora_dao on twitter, turn notifications on and you will instantly know of every new listing 👍

What you have to do is to go to the community chat to follow what they're talking about there. They'll announce there when they get listed on an exchange and then you can follow up to by more of the coins. Also, follow the Twitter pages of an exchange of your choice and you'll always get a firsthand message/notice of a new listing.

Honestly don't understand your question mate haha. If you get a chance to participate in the ICO, you can directly buy those tokens. It's usually quite simple just need to follow some direct instructions.

About exchanges, your question still does not make sense haha. If you are referring to trading the token after ICO ends, no one can tell you which exchanges they will be listed on except for the management team. Even though they know, most of the time they cannot even release this piece of info to public until closer to the date of the official listing (usually a few days before only). This is due to the NDA they signed with the exchanges. Besides illegally getting such information (eg: insider info), no one can tell you which exchanges will list so and so coin and its exact date as well way in advance. hope this helps
