Sounds like it's CPU, GPU or tiny USB mining. They rarely find even a single share so they tend to show up as doing nothing on any pool except when they find a share. Most pools are configured to find a share every few seconds on a standard miner, then scale that after you've actually got some shares. So if you're tiny then it will probably take a long time to do that and may never scale down enough. (Though most pools don't realise it, it's a risk to the pool to allow it to scale down that much)
If that is the case (CPU, GPU, small USB) then Bitcoin mining is pointless - you need a recent ASIC miner e.g. from Canaan.
