Are there any services to which I can send money from an unverified PayPal account to exchange for bitcoins? I do not own a bank account so verifying my PayPal account is not possible.

no. it's too dangerous for service provider to accept paypal. and accepting paypal from unverified accounts even worse.

I think you can have your Paypal account verified using a VISA card bought on http://www.bitcoin2cc.com
