If you want someone to attract members to your channel then your best bet is to look for bounty manager,  you can simply negotiate with him only a Telegram channel campaign . For moderating the channel it is a totally different thing, it is not the job of the admin of the channel to bring more members, his job is to just manage and moderate them .
