I want to buy 1 BTC once trading opens up again.  I would use paypal, and want to know what would be the safest seller to get BTC through.

You are protected but the seller isn't.

It would be very hard for you to find a trade, as you are using a new account with no trade history at all.
It is the seller that need to be worried about chargeback, not you.

Well depends really on who you go to and the level of trust with them. It's not likely they will sell you bitcoins over paypal if you are very new.

Like others have said, there's no risk to you but a major risk to the seller, so you could be hard-pressed to find someone.

I think you should use https://localbitcoins.com to buy your first bitcoins.
