Can innovations like this solve the blockchain problem

Hi Community,

I wrote a medium blog about a promising ICO whose promise is to improve  the current block chain problem. I initially wrote it for the sake of completing a bounty task. But speed, being one of the more noticeable problems of the current blockchain, I really  wish for an improvement, like what the  article in the link says. Question is, can this be applied?
