I think these neocities pools are a scam.  I was increasing hash at a pool and when I went to 10 Mh/s I was at 80% of the pool payout. When I went to 20 M, it was still ast 80%.  At 30 Mh/s it was still at 80%.  There was some other miner that always seemed to have 20% of the market even though that other miner was never listed below.  I think this is a scam and anyone that mines here will have 20% of their efforts taken.

Be sure to ping them all and set the fastest one as primary and the others as a backup, and enable fail-over in cgminer!

They are definitely part of the p2pool network as can be seen in the "pool rate" stat on the dashboard. ~85MH/s
