Do you want someone to do the designs in photoshop and then you will find a developer to code it? Or do you want the webpage designed and developed by the same person? I will be willing to take up the task if you can provide me with the photoshop designs. Everything will be through an escrow obviously!

You're sure to get a terrible quality page either in terms of the design or functionality. Good developers are not good designers and the same applies the other way around. PhotoShop experts are used to design web pages for a reason. Developers just code the designs given without modifying anything. Split the bounty in two $250 for designer & $250 for the developer.
