Whats the best way?
It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

The #bitcoin-otc marketplace often has trusted buyers willing to pay Mt. Gox rates or higher sometimes even.  The main problem is that you are trusting them not to chargeback.  The bitcoin-otc has a web of trust (WoT) to help you determine whether or not the buyer can be trusted.

There is a slight learning curve as to participate by posting an order in the -otc orderbook you'll need GPG installed.

The OTC site and the WoT:

Here's an IRC channel where you can chat.

There may also be a trader willing to do an in-person exchange.  Check out bitcoin.local, BitcoinLocator, BTC Near Me and Ubitex:

Mt.Gox has recently opened an account with Paxum, a Canada based payment processor. Whilst they wont deposit directly into a paypal account, they can make deposits directly into Canadian bank accounts.

This may be another option for you.

This site has a 5 btc minimum when selling. So probably not the best fit here. Also the $3 Interac Email Transfer fee would leave you with less then $4.

The only option for such a small transfer is person to person.

To be fair, the bank also does this for exchanging US/Canadian dollars, though it's a slight more reasonable spread.
I'de like to see it narrow a bit before I'de consider using canadianbitcoins.com

Would you rather talk Altcoins? - https://cryptocointalk.com/

Here is a comparison of prices as of  October 1 @ 12:45 PM between the 2 Canadian sites (that I know of):

www.canadianbitcoins.com

Buy Bitcoins @ $5.47CAD per BTC
Sell Bitcoins @ $4.64CAD per BTC

www.cavirtex.com

Buy 10 BTC for 52.01 + 0.59% CAD = $5.23 per BTC
Buy 100 BTC for 542.82 + 0.59% CAD = $5.46 per BTC

Sell 10 + 0.59% BTC for 50 CAD = $4.97 per BTC
Sell 100 + 0.59% BTC for 488.25 CAD = $4.85 per BTC
