As this coin is in maintenance mode, there is not much use/transaction, would it be wise to increase the block time to 10 -60 minutes so that the block chain does not increase too much. When the coin revives, the block time can be reduced.

That's true, but the transfer is worth the effort if the circulation grows extremely high
