old bitcoiner, need help extracting my private keys from wallet.dat

Hey folks, i'm a long time bitcoiner, and i've been inactive for a while. My last btc transaction was in 2016, but i originally came to bitcoin in the heydey of fpga mining, and just before the ASIC revolution. I have forgotten much about bitcoin, and one thing i seem to have forgotten is just how to extract my private keys. I have a very slow rural internet connection, so hosting an official client isn't an option as it might take me a month to download the chain. So i was hoping i'd somehow be able to extract my private keys and import them into something like electron (if that is still a thing). i am not quite sure where to start, i remember there was an old python program someone wrote for doing stuff like this but i can't remember the name of it. maybe it was called pywallet or something. If anyone can help, i'd be grateful, and depending on how much trouble it is we could potentially work out a gratuity for your help.

Have you tried pywallet?
I'm familiar with bitcoin core, but isn't it possible to dump the private keys without even connecting to the network? Assuming that you still have the dat file.
