The link you provided doesn't mention anything about the possibility to use Bitcoin as a means of payment. After a little bit of researching, it turns out they the government accepts payments in USD, but the VRP-MENA agency accepts Bitcoin if you decide to go through them:

However, VRP-MENA accepts bitcoin payments from applicants and pay to the Government in USD on behalf of its applicants.

I have no idea how legit this agency is though, especially given the location of their headquarters. So do your due diligence before deciding anything.
