So my seed is 11 words which is probably a bit unusual for electrum to understand however, I did have my wallet file (encrypted).

Where did you get this seed from? Is it one of those really old Electrum seeds? or is it from another wallet?
I kept my 3.1.3 portable executable and loaded up my 3.2.0 executable and it wanted me to start generating wallets from scratch by 3.2.0, but 3.1.3 accepted the wallet, not sure if anyone has the same issue.
Did you put the 3.2.0 portable exectuable in exactly the same place as the 3.1.3 one? If not, then the 3.2.0 won't find your wallet file... The portable versions create a wallet directory in the same folder as the .exe. (The standalone versions use the common %AppData% location)... In any case, you should be able to "find" it by simply clicking the "choose" button and browsing to the location of your old 3.1.3 wallet file.
I also put my 11 words into the generate a new wallet and it didn't let me pick next or do anything - which is even stranger.
That's because Electrum seeds are 12 words (excluding some of the VERY old seeds from v1 wallets etc which had 13). If you only have 11, you're likely missing a word.
what is happening is probably because Electrum 3.2.0 has no idea what those words are since the released versions don't have the word list included in them. it was bug which is fixed in 3.2.1
