There are states which offer free electricity to Farmers and I do remember some people misusing it for setting up mining farms. Plus the rate for residential and commercial uses are separate; mining definitely is a commercial activity! If you keep all this in mind, mining may not be that attractive in India
I am from the south of India and i have not heard about free electricity to farmers, mining is not attractive because of the amount you have to shell out to for cooling simply because of the climate, so it is not at all a profitable to mine in these situation, if you are able to get free electricity or you can install a big enough solar panel, then you can make some profit and another important factor is that the mining difficulty rate is increasing exponentially, if someone is having a million dollars to spare, then they can try mining in India.
