That is a valid advice and I think most people in Crypto already know it by now, as a general rule when a hard-frok take place without any strong reason which is the case most of the time, then this forked coins is scam and their value will be close to zero after the fork, so I recommend to not just chase the forked coins in a hope to get anything out of them. We have upcoming events that are scheduled to be in the next couple of days and people will see, we will have 2 forked coins and I am saying from now that these  useless coins will worth nothing or close to zero, it is so clear that people behind them are shady and have no idea what they are talking about.
Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

Not always.. ETH fork is coming. No pump, nothing.
ETH goes with the other crypto flow.
Everything +10, ETH +8-10
BTC down by 9%, ETH by 14.

I believe many investors scared about forks after BCH HF last months. Me too

This has always been a trend and we should all learn from it.
Whenever you hear the rumour of any hardfork, you should know that it is meant to pump the coin that is to be forked. So, if you want to partake in it, buy it while the price is still low at the time of the rumour and do not hesitate to sell when it pumps, else whales most especially will dump on you.

Avoid being carried away by the news of hardfork.
It is a trend and that will always happen to every forked coin.

Just my candid advise!!!
Such a strategy can work but only when we are talking about the most popular coins since everyone wants to get a piece of the action and begin to buy the coin because they want to get both coins when there is a split and sell them as fast as they can to get profits, but if the fork happens in a coin that is not really popular no one will care about such a thing since there is not an opportunity to make money if the volume of the coin is too small.

Well, I noticed often that by the time when it should happen to fork, the price drops very much , I think you need time to get out of the coins , as the fork always announce price drops

This trend has been known for a very long time and people have already stopped to catch on the event pump & dump.
Today's price drops have nothing to do with the hardfork on Ethereum. It is clear that it is not only the price of ETH that has fallen, it is the manipulation of the entire cryptocurrency market.

where is decentralisation in it? I think people start and continue buying eth and it dont depend from price, but someone regulates it, is it about decentralisation?

Current market conditions are indeed worse then when there is an HF coin it will not affect the price because the core coin has decreased in price and has been followed by other coins so when other altcoins experience HF it will not change the condition of the coin. but I don't understand how when ETH HF will be like other altcoins or not, now we can only speculate because in reality anything in the crypto world can happen without what we expect.

That is the most common scenario for a hardfork, just like what you said the pump will happen before the hardfork.
To be able to safe with that condition, we should always keeping an eye on the market, so that we will know when will the dump might happen.

You will be surprised to know that not everyone is aware of that and that is why some might fall victim. I have even seen some folks on social media saying that they want to hold for long. Well, there is nothing wrong with long term holding, but we just have to be careful and be sure we are doing the right thing.
Ethereum is a good coin, but in a situation where you want to make fast profit, then you have to courteous of the market trend.
