So there's this contest where they'll choose the best amongst the top voted and well... in need of more votes to be considered.
Here's what you have to do:

Odd - all the times I've done it, it only shows me that message when I haven't cleared my cookies. When I'm IP blocked, it just doesn't allow the heart icon to be clicked... |
