looking at the wiki it says

"The first 50BTC block reward went to address 1A1zP1eP5QGefi2DMPTfTL5SLmv7DivfNa, though this reward can't be spent due to a quirk in the way that the genesis block is expressed in the code (this may have been intentional)."

I know it only says the reward cannot be spent, but is there anything that would prevent any coins sent to that address from being spent as well? Is the genesis block address a black hole?

If they cannot be spent, I think the genesis block address would be perfect to start a proof of burn coin from.

Of course they can be spent (provided Satoshi kept the key). The genesis coins can't be spent because of an entirely different issue: due to a (presumed) bug, the genesis transaction is not included in the coin database.
