I have seen some forums using SMF using other themes. Are users allowed to change theme here to find a combination that suits them better ?
No Gods or Kings. Only Bitcoin

No. What you can do is use an external browser extension to change the forum design a little bit (e.g: make it dark).

I would use Stylus (open-source and an alternative to Stylish which is a spyware). Then, just search for a BitcoinTalk theme (there are a few).

The blue light hurts our eyes. This little program intensifies the red light and reduces blue light. Very nice for this forum

So the red light by your opinion is less irritating for eyes than blue one? The most of forums and social networks use exactly all shades of blue for their design, cause of it the most neutral. I do not understand the need in changing color of the forum. It's just a wish of less than 1% of users who just feel too boring about blue color and I do not think that such function is really necessary.

As TryNinja said, there are many sources of information about blue light vs red light.

But you can try for yourself.

Have you ever seen windows night mode? It's a "red light" mode.

Also, you can take a look at lamps and lights in your house or your work, school etc. Here are cold white and warm white colors mostly.

If you look carefully you will see that the cold white (blue) hurts your eyes more than the warm white (red).
Just watch carefully and you will notice it.

You can try with Dark Reader, a Chrome extension that works very well and is very configurable.
