Yes, that's the term I was looking for actually. Copyright infringement and plagiarism are very similar in the way that in both cases someone is stealing the work of others without providing a reference or source for the information.

We had something similar a few month ago in the German section, half a dozen accounts shilling in every thread about the same (unknown) exchange, sometimes totally off-topic and also necrobumping old threads. I thought they were most likely paid shills for that exchange and some of them were obviously sold or hacked Newbie / Jr. Member Accounts (before 1 Merit was required to be Jr. Member). But they made that more frequently, up to 20 posts per day and were finally reported here and here (it's in german):

Your case looks different for now, I would report it, watch his activities and if he continues to do it in an excessive way, a negative tag could be reasonable. So far, I would give him the benefit of doubt although necrobumping looks like shill advertising.

Whenever I find a newbie posting some really good posts which is worth spending my time, I immediately check through the plagiarism checker to find anything suspicious. But to the contrary, till now I have gone through his recent 10 posts, all those seems to be extremely well posted and doesn't end up in plagiarism. Till now this guy has posted 50 posts and around 40+ posts are worth meriting and some of them even deserves 5+ merits. Check out yourself, that this guy should deserve a ban or deserve some shit ton of merits.

I'll give him a chance, people can be very disoriented at the beginning, the forum is very different from every other forum I've ever visit/used. I gave him 1 merit, easy way to follow the account and check it from time to time.
If he joins a sig. campaign then will put  more effort for research. For now I see nothing bothering. Hope it turns out to be a good user after all.

Pretty much perfect English... and looks like it has been ripped from a news website or financial blog or something... that "In response" part especially looks terribly out of place.
