I think OP need to see bitcoin from different point of view, bitcoin does has a fluctuative price, but a lot of people had make fortune because of the volatility, and bitcoin never intended to become an asset, and for phising and scammer attempts, it's not the bitcoin fault and the one that got this problem not only bitcoin but bank and every site also got this problem

Bitcoin is decentralized, so it doesn't need to be protected by bastards inside the legal institutions. The community takes care of it, and the same community is also behind all these malicious things. So what you can do is, be a smart person, be responsible and knowledgeable enough to know what is right and what isn't it, and protect the innocent people. Don't worry about the price,it will eventually rise. Yes, you are right many people don't how to use the technology behind it. Without knowing anything they will invest into bitcoin by seeing others income, after that, they might lose their value and this makes them think negative about the bitcoin price. I will address the statement that I put in bold now, because I think that is total BS. 

Satoshi Nakamoto implemented decentralization of the technology to protect Bitcoin from centralized control. He did not want corrupt governments to stop Bitcoin, so he developed a global decentralized network that would be near impossible to stop.

It also strengthens the security and also makes it impossible for people to tamper with the data that are stored in the Blockchain.

It was not developed for scammers and black hat hacker to hide their activities, but unfortunately they use any technology where money can be extorted or stolen from innocent victims.

This also has NOTHING to do with the volatility.
