Update this post (your OP) with the evidences and move it to the Reputation section. You may want to change the topic title too.

Scroll down a bit then on the left hand side look for move topic link. Click it then follow the on screen instructions.

Has this chat taken place on bitcointalk or elsewhere? If on bitcointalk, you can post the link of the account seller (which I believe will be a throwaway)and the list of accounts those are up for sale. It's highly unlikely he would have given you the list of accounts.

If the chat took place outside Bitcoinatlk and there are no links/connections to bitcointalk, it's difficult to tag them.

I would recommend to start a thread on this section with all proofs that you have. You also can PM DT members like The Pharmacist who is tagging account sellers/buyers actively.

Open a thread just like what others said or pm a DT directly or just directly click the report to moderator whilst providing links or any other proofs of it.

But is account selling really bad? Isn't it only discouraged, not prohibited?

Everything is correct except about reporting to mods. You should use "report to moderator" only when you see someone breaking forum rules.
Account sales, scams, merit abuse isn't against forum rules, but these things aren't moderated. Account sales is really bad thing and it's discouraged by community.

From the 3 posted accounts I can see 1 of them changed email and the other changed password. however this needs more convincing proof, OP can you link any Bitcointalk account to that Telegram account? like if they have posted the same Telegram account link somewhere in this forum?
