Accounts offering paid boosting services would just be banned as they're offering a service to purposely break the rules and spam the forum, but I don't see where that guy is offering such services. I think he's just offering to manage bounty threads and can create anbd manage them from the stated ranks.

It is a little bit controversial. You can give him/them a negative trust but your position will be weak if the said accounts have a separate users as he stated he has a team. He offers to create and manage ANN topics which isn't prohibited neither.
Better to keep a closer look and report him once breaking a rule, like bumping several times his topic in 24h.

That's the way I interpreted his offer as well.  Now, what he's doing is a bit shady--he's offering to use the reputation of those accounts to vouch for projects that might be scammy, and that's misleading--but I don't see any bumping service.

You can give him/them a negative trust but your position will be weak if the said accounts have a separate users as he stated he has a team.
And that's why I wouldn't give a neg to this guy.  He's not technically doing anything wrong, and even the aforementioned shadiness is only my weak opinion.  There are a number of reasons why you'd want a higher rank running a bounty thread.  Reputation aside, it's hard to do that with a newbie account even if you bought a Copper membership.

I agree, But I am talking about that he is using a service/alt accounts to boost his post up every hour or so.

I have been monitoring my unread section and these accounts have posted the same comment and deleted after some time.
On the Services board, you can't delete your own post within 24 hours, to stop bump bots. But on a self-moderated thread, the OP can delete all other posts without delay.

Thread "management" isn't worth that much money, so it's clearly a bumping/spamming service. At that price, there is no reason so many people would respond to that Service "offer" in 2 days. That means it's his own shill accounts posting in his own thread, and by doing so, he is breaking forum rules.
The only problem is I can't prove this.

Check the other post. He's blatantly using his own alts to bump his own threads (and farm them in the process most likely) so I think it's likely he'll use them as part of his other service too.
As far as I know, that's against the rules and a reason for a ban, right?

Is it possible to check the IP's, browser details, etc... to identify his alts? Or we cannot use these kind of data to protect the forum? I'm just curious if someone logs in with dozen of accounts from the same machine, the forum system is unable to match them (not for the first time, but after a while at least...)

No mods can't do that. Only admins can. Account farmers don't use the same IP, they use VPN/TOR.

And the forum can't see browser details, no website can, unless someone uses a website to hack into someone's PC.
