You can use P2P exchanges. localbitcoins, koinex loop, wazirx p2p etc.
Central Govt Secretary related to this matter said that they will come forward with the regulations in short time.
Indians need to have patience meanwhile.

Koinex is the best one. Or you may try Binance. I never tried binance.

I don't think binance allows withdraw in Indian currency. In India currently only p2p models are working.

One option is, you can buy from Koinex loop or coindcx and then send btc to binance or bittrex. Then you can easily trade between any cryptocurrency. International exchanges are chargiung less fee as well.
Remember: always on 2 factor authentication to void scammers.

First India was not ban cryptocurrency.india was ban the INR pair only but still the case is on court so let's wait and see the decision.

So if you want to use exchange currently this exchange was working on India https://www.giottus.com I was tested it .it was legal exchange with good customer support team.

And best peer to peer exchange on India you can use this :
1.) https://localbitcoins.com
2.) https://wazirx.com
