had a power surge-- now it won't turn on the power supply light is still green -- I think they are ok-- should I send in for rma or can I fix

Most likely the power supply.  Do you have a different one to test it with?

Unfortunately, it sounds like an RMA issue.  The fans coming on for a sec and the green light on the PSU indicate it's not the PSU.  If you had a short, the light on the PSU would go out, this is a new one but no fans would mean problem even if you got it running as it would overheat.

Try connecting to an ATX power supply.  The 6-pin PCIe lead should fit.

how many watts do I need

25-30GH uses about 130-150 watts,use a decent 500 watt PSU with at least one 6pin vid card connector  Wink  Same as most low-middle range vid cards.

Don't use the dual 4pin molex to 6pin adapters,thos 4pin molex things may not handle the wattage very well,IE=MAY overheat & catch fire  Shocked
