Does the fan on the miner come on

Most likely the power supply.  Do you have a different one to test it with?

Unfortunately, it sounds like an RMA issue.  The fans coming on for a sec and the green light on the PSU indicate it's not the PSU.  If you had a short, the light on the PSU would go out, this is a new one but no fans would mean problem even if you got it running as it would overheat.

When that happened to my Jalapeno it was just the PSU.

Try connecting to an ATX power supply.  The 6-pin PCIe lead should fit.

25-30GH uses about 130-150 watts,use a decent 500 watt PSU with at least one 6pin vid card connector    Same as most low-middle range vid cards.

Don't use the dual 4pin molex to 6pin adapters,thos 4pin molex things may not handle the wattage very well,IE=MAY overheat & catch fire
