My publication will be consist of two parts.
The first part concerns the moderators of the Russian Local.
In the second part, I'll list the accounts noticed in violation of forum rules.

I. Russian moderators prejudgment

❶ First of all I need to say about russian moderator xandry who answers in months after reports to him. And essentially he shirks from his direct duties.

Translation:
June 17, 2018 - Hello, xandry. Can you please check these accounts?
July 31,  2018 - No I can't. I do not have sufficient authority.

Translation:
July 03,       2018 - Hello, xandry. I created a topic in which everything is laid out in detail.
August 07, 2018 - Hello. I did not finished with the first message. [?]

Moderator xandry considers the complaint almost two months! Is this how the moderator should work? This is nonsense!

❷ Now let's talk about another russian moderator Xal0lex, who deleted the topic where I had warning Bitcointalk users about cheaters accounts (alternate topic in english - WORLDCORE Bots).

Xal0lex pointed as the reason - "There is a Worldcore topic - write there". But at the same time he didn't delete the similar self-moderated russian topic created by the Worldcore bots. Блeк пиap кaмпaния пpoтив Worldcore, ктo и зaчeм?

A decent example of double standards.

❸ A few days ago russian moderators without any questions blocked the account Marina Uni, who is the topic starter of "WorldCore - A Scam". Then she was ubanned by theymos.

Guess the person who first learned about the banned account Marina Uni before everyone else? The representative of Worldcore - FintechEU!

Translation: "Positive news - the moderators banned Marina Safonova (Nickname Marina Uni)"

How do you think who told to Worldcore employee this "positive news" before Marina Uni even learned about it herself?

❹ Beside of that, at one day moderator Xal0lex tried to close the russian topic "WorldCore - A Scam". Fortunately the topic was open again in the next day.

Дocтaли cвoeй фигнёй, peпopтaми дpyг нa дpyгa...  Angry
Teмy зaкpывaю. Увижy нoвyю пoдoбнyю тeмy - aвтopa тeмы в бaн зa cпaм.

Translation:

I tired of your garbage and your reports on each other ...  Angry
Topic is closed. If I see a new similar topic then the author got the ban for the spam.

Why moderator Xal0lex didn't close also the official self-moderated Worldcore topic, where all critic posts are still deleting?

❺ I informed the russian moderators in private messages and in the special russian topic about copy/pasting made by the same bots.
But the russian moderators xandry and Xal0lex didn't take any action and completely ignored my posts with the solid proofs.
Despite of this they immediately reacted to the next message after mine post.
Is it a moderators prejudgment? Because of that I need to write in english-speaking threads everytime.

Taking into account this fact I start to think that russian moderators are cooperating with the users on which I reported.

Conclusions on the first part.
The sum of arguments listed above gives a reasons тo suspect russian moderators in the deal with the company Worldcore.

It is important that the moderators were are not biased, make their work qualitatively and adhere to a neutral position no matter in what country they are live.

In the second part, I'll list the accounts noticed in violation of forum rules.

Don't hurt our moderators. They have a backlog and do not always have time to respond to personal messages. The backlog is associated with a huge amount of work that they have to do every day.

About bans for plagiarizing the work goes on. This is seen on this topic:

Alex_Sr, I really did try to stay on their side, but soon I understood that this is only excuses.
Russian moderator xandry answered me after month after I wrote to him and he still didn't solve the problem, while administrator teymos completely helped within 2 days.
Do you think teymoss helped so fast because he was less busy than moderator xandry? I should say no. This is a matter of a competence.

From the last day I still waiting when moderators will ban a multiple accounts created by ATMcoins.
And what is interesting - when account "Marina Uni" was banned, and she is again came on the forum under other login "Marina Yni", her new account had been banned from the forum less than 30 minutes.
It is seems that the russian moderators were strongly motivated to ban her and delete her comments about Worldcore company.
Why in one case the process goes more than one day, and in the other it is solved in less than an hour. What is your thoughts?

If I say that WORLDCORE is a deceptive fraudulent structure, it means that I can prove it documentarily.
Moreover, after reading the first three pages in this thread, anyone can be convinced that I am right.
If there are any constructive comments on the above facts, I propose to discuss them. Show evidence and we will look. In the meantime, I subscribe to Veleor.

- Worldcore lied about 300,000 customers.
- Worldcore is deceiving about the audit of Ernst & Yang.
- Worldcore CEO Alexei Nasonov lied about the license of the National Bank of the Czech Republic.
- Worldcore CEO Alexei Nasonov faked a diploma of higher education.
- Worldcore CEO Alexei Nasonov is connected with international fraudster Pavel Krymov.

Everything is quite simple. Users with the rank of Newbie can ban our moderators. Users of older grades of our moderators can't ban. They send a request to the administrators of the forum and ban such users, only administrators of the forum.

Therefore, users in the rank of newbie go to the ban almost as soon as the complaint is received and it is processed by the moderator.

Staff Russian section of the forum can't ban users high rank.

I'm talking about the same thing. It is very like that someone from the russian moderators was attuned to ban the author of the topic "Worldcore - a scam".
And he blocked Marina Uni's second profile right after she came to the forum and leave the comment.

So someone saw this comment and immediately wrote a report, "avoiding ban violation of section 25 of the rules of the forum". The moderator saw the report and was obliged to respond in accordance with the rules-i.e. to ban the account, because the message was not written in the Meta section.

Forum rules

25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.[e]

Examples:

25. If you get banned (temporary or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.

essentially he shirks from his direct duties

I'm not going to discuss his "reply periods" (although they're being reduced for now), but the quoted claim is questionable. As you wrote in your private message, you suspected someone of fraud - what actions from moderator did you expect in such a case? Mods don't moderate scams and misrepresentation. These are not their "direct duties".

19. Possible (or real) scams and Trust ratings are not moderated (to prevent moderation abuse).
Quote
Q: Why haven't you banned <insert scammer username here> who is an obvious scammer?
A: Possible (or real, not for me to decide) scams are not moderated to prevent moderator abuse. If we start picking out which ones we call "scammers" and ban, we would make a lot of decisions based on biased opinions.
Quote
Q: Do you moderate/delete (possible) FUD, accusations and untrue information?
A: No. We don't have enough time to check every single piece of information and verify the validity of the sources. Also, just like scams - too much room for bias and abuse.

Of course, he could use his "DT-privilege", but I doubt that it could be entitled as "duty".

A decent example of double standards

As far as I can tell, besides the main thread there were more threads related to this "Worlcore scam" topic earlier (including the thread of Marina Uni):

https://bitcointalk.org/index.php?topic=2251768.0
https://bitcointalk.org/index.php?topic=3380354.0
https://bitcointalk.org/index.php?topic=3864176.0
https://bitcointalk.org/index.php?topic=4451337.0

I guess that from his point of view another one would be unnecessary.
Also all the Worldcore-related stuff anyway can be placed in the main topic (which is not self-moderated by the by - that means, that your posts can't be removed there by anyone but moderator and yourself). And it's a common practice in Russian section to close the surplus topics - in order to collect the information in one place and prevent shitposting/spamming, I suppose. Moreover there is a rule about dublicates (which was analyzed previously):

12. No duplicate posting in multiple boards (except for re-posting it in the local language boards if it's translated).

And a spam rule:

1. No zero or low value, pointless or uninteresting posts or threads.
Quote
Such posts like "SELL SELL SELL", "I agree", "+1", "Support", "Watching", "Interesting", "LOL", "SCAM", "LEGIT", "FAKE", other one word posts, posts consisting mostly of swearing, quote pyramids, useless introduction threads, threads about a topic already recently discussed in several other threads.

russian moderators without any questions blocked the account Marina Uni

I'm afraid they couldn't do this since local mods can ban only Newbies. You'll need to apply to Global Mods if you want to ban a Full Member.
As for the questions - where did you read that you should be asked when you get banned?..

Is it not moderator's job to support the forum in order? If he needed additional evidence, then it is necessary to say.
I asked moderator xandry to read the topic about cheaters accounts that constantly violating the forum rules p. 2, 3, 12, 25, 33.
xandry said at first that he "don't have sufficient authority". But on my second letter a week later he responded "I didn't finished with the first letter yet".
Is not this a tricky way to get out of duties?

As far as I can tell, besides the main thread there were more threads related to this "Worlcore scam" topic earlier (including your thread too):
I guess that from his point of view another one would be unnecessary.
Moderator Xal0lex wrote that all posts about Worldcore scam "should be" in the one topic "Worldcore - a scam".
But in fact the russian moderators closed their eyes on the similar self-moderated topic created by bots: Блeк пиap кaмпaния пpoтив Worldcore, ктo и зaчeм?
Don't you find that this is a clear example of double standards?

Moreover there is a rule about dublicates:

12. No duplicate posting in multiple boards (except for re-posting it in the local language boards if it's translated).
As I understand correctly, this rule applies to messages and not to topics.

As for the questions - where did you read that you should be asked when you get banned?..
The administrator teymos considered the ban was questionable, so the moderator could at least demand explanations from the user.

Also all the Worldcore-related stuff anyway can be placed in the main topic (which is not self-moderated by the by - that means, that your posts can't be removed there by anyone but moderator and yourself).
This would be the most democratic solution, but when the representative of the Worldcore company was driven into a dead end by tricky questions and critical reviews, he did not come up with anything better than creating new self-moderated topics.

If Marina Uni was banned by a global moderator, then I wonder was it a mprep?
At one time he not just closed the English branch about Worldcore but completely removed it, when there began posting a criticism of the company.

As I understand mprep lives in Lithuania.
You probably don't know, but it so coincided that considered organizer of Worldcore Pavel Krymov got the Lithuanian citizenship in 2017.

It is also known that the representative of the Worldcore company FintechEU visited Lithuania at the same year.

Great news!
I'm planning to visit Lithuania next week and will try how it works.

I will report my review here.

I am by no means hinting at anything, but the coincidence is very entertaining.

Hi Veleor!

Xandry is really paranoid. He is blamed me and left negative feedback that I sells my own accounts without any solid evidence, just only a sick imagination.

I would like the administration to pay attention to the behavior this moderator who abusing merit and trust feedback system.

Hi, suchmoon. Can I find out where are you working?

This is a very fascinating that Lithuania with 2.9 million inhabitants attracts a lot of unusual people, among them the representative of Worldcore, the Bitcointalk global moderator and the international swindler Pavel Krymov.

Seeing who's doing the hating it would seem that xandry is doing a decent job hitting the spammers where it hurts.

Never seen you this angry/triggered. Take a coffee break.

So three people in a country of 3 million means what exactly?

For comparison, nine "unusual" people in NYC - is that also a conspiracy? You would easily find that many in one subway car.
