Is there a pool willing to offer stats on it's users location with average and total hashrate per country/states using IP geolocation databases.

This could be very useful for attempts at predicting hashrate based on electricity cost, weather, seasonal changes or in the event of catastrophes affecting large populations.

Even in the event that an attacker gains more than 50% of the network's computational power, only transactions sent by the attacker could be reversed or double-spent. The network would not be destroyed.

Someone did that a while ago - mapping the IP addresses and had a Google earth file available. Search the forums.

It was mapping nodes only with no data on hashing power.

It can be done by using the IP address and mining the data on payouts

I know this isn't exactly what your after but it might help a bit. I've put the ip address that relay the most blocks on a globe here.

This mostly shows the locations of the major pools. BTC Guild & Deepbit are both hosted by the same company in germany so that is why there is a spike such a huge spike.

Since people mining on pools may also have a client running to get their payout, the current node distribution can give a rough estimate of the interest,
adding to this, temperature, cost of electricity and GPD.
These country are at the top of hashing power :

USA ~50%,
canada,
russia, ...
... ukraine, finland ...
(ignoring electricity above 12c/kwh)

Might be interesting nonetheless to have more accurate measurements that only pools can provide.
