It's a very good question because if the project started its work back in 2009 then, for today they have to make a good advance, if you were not mistaken of course in the date.

I think, that year he mentioned is where the platform was created. And as I have understand in their roadmap, it was 2015 where the platform was developed. So only 3 years have passed and probably it will take more time for this project to be fully developed because it will still need more funds and works from the dev team.

of course I can be mistaken, but in my opinion these guys do not have a minimum amount for investment. You can invest absolutely any amount that is convenient for you.

I really doubt that man all ico have minimum investment my guess is it will be like 0.1ETH and since probably thats the minimum for most ico it might just be assumed

Gas fee matters for small transactions and daily payment but when it comes to investing which usually would be a decent amount, you shouldn't care about 2$ that spent on Gas fee. investing is more about hunting better opportunities than worrying about gas fee.
