You can't do that my friend. This is one of the restrictions to prevent spammers from doing their harm. If you're just new howcome you already want to pm someone you barely know?

Just level up first so you can contact that person.
it's more convenient than you to ask junior members or members to send your message.
the person who receives the message will feel uncomfortable if you don't send the message yourself.

Look at the rank with 3 activity. This guy plans on ranking up his account to jr. member. It's allowed right? No rules mention this one but are discouraged. Leveling only his account.
