My 5850 GPU clock stuck

I use 2-card mining Litecoin
One is 6950 and the other is 5850
5850 is on pci-e x16 slot
6950 is on pci-e x1 slot with x1 to x16 adapter

Drive is catalyst 13.9 and SDK 2.7
The 6950 card is all good and I overclock it.
But when I overclock my 5850
Both GPU clock and Memory clock couldn't change

The pictures show that the clock looks like changed
But GPU still running on default clock
And the GPU load stuck at 0% even though CGminer is really working and having normal accepts

This is so strange
I have tried re-install all GPU drives including intel VGA drive but still no effort
And change the clock in BIOS using RBE still the same

Still no effort...
Just like the picture above
The clock setting seems like changed to 900/1300
But the SENSER shows that GPU "NOT FOLLOW" the clock setting and keep running on 725/1000
(mining speed is also at the 307KH
When this GPU running on 900/1300 the speed should be 380KH)
