But all the governments  are not corrupt.  There may be few / some governments which were not so honest so the funds were being diverted to their own pockets.  But When an honest government comes to power and strictly ensures the reaching the benefit to deserved entitled one: then the results are very much amazing.  
In past four year Indian Government took decision not to pay the social welfare benefit  payment via fiat.  It ordered crediting their accounts and in four years Rupees 9000 million were saved because these were going to the corrupt people may be without the notice to the top leaders previously.  

So it depends on the intentions of the Governments.  If they really want to progress their country; they will have to accept digital based transactions system.

The more government implement a policy to eradicate corruption, the more corruption will raise. The bolded part above was caught my attention, yes you are right and in that way, since bitcoin is tax-free government did not mine on that.
Since bitcoin(crypto) are not legalized in some countries also this your proposal may be not effective because as of now it is hard to implement this law to the government since bitcoin was against to them. But who knows it will happen, time to time bitcoin users will be having regulation to the government and blockchain is a part on that as well.

I was speaking from long time but no one believe the usages of cryptocurrencies and blockchain integration on sending and receiving payments. So far many government get panic only about the cryptocurrencies usage.
If the payment reaching the government with the single address nothing there to loose fund or corruption. If these things takes the streamline then corruption will not occurs.

Lol, but that is true, that is why bitcoin was created as a decentralized entity, I do not have any hope that the government is going to self regulate, if they could do something like that they could have done it already but the fact that corruption keeps going means that they benefit from the current system and how it works since they can keep stealing from people.
