panic selling #1 : yes  , but only on important occasions such as when i badly need cash . 
panic selling #2 :  yes again  , when the market is in good condition where all cryptos that i hold are in pump state .

i dont panic sell where i have still a cash on my pocket and when the crypto market is still in a bad or even stable condition  . 

overall , i am proving to everyone that panic selling is not a bad idea to do  as long as you have a valid reason on why you are doing it .
