my thoughts:
Suppose, we want to distribute evenly (or depending on the location in the queue) one hundred thousand of the first users of the new currency.
First way: purchaser gives his mail address; flaw: it can create a variety of free e-mails.
else: must be Google + account associated with mail account, it may be fake, doubling
else
let them give something for what they pay for: Bitcasa or domain account.
But how the domain to verify that someone is her owner?

How about 1 BTC for 100,000.  You could also use post on megssage boards.  Say 100x the number of posts on this message board get you so many coin.
