there is no chance that Bitcoin price in Iran can be this high, Bitcoin is international currency and his price is same in all world.
The price of bitcoin is not same everywhere it just changes according to the each exchanges and in localbitcoins.com the price will be slightly higher than the actual CMC value so it can be possible if one of the exchanges have huge demand for bitcoin nut it unlikely to happen since no one will pay more price for a product which can be bought at less price in the other exchanges.

According to news.bitcoin.com, Iran legalizes Bitcoin Mining and Bitcoin Hits $24,000 on the Iranian exchange EXIR.

I am linking the news here, let us discuss the impact of this in world Bitcoin market.

That was actually a incomplete misleading information shared on that site the pair which was shown is not the currency used in iran and it was eventually considered a false news. No wonder The market did not respond to it.

Not sure if you have heard of Iranian rial failing against the price of USD right now, which is why there was a fluctuation in price but Bitcoin was worth the same price which it is already valued in USD. So, the news is nothing but a clickbait that is becoming laughing stock of the crypto enthusiasts.
