You would need an ethereum developer if you want to run it without running into any issues. A person who know Solidity would be able to help you out. You would have to prepare the contract and run it accordingly.
But what exactly are you trying to do by doing an airdrop? Is it for the marketing of any project? Be warned that the bunch of Airdrop hunters here on bitcointalk are not going to bring in any good organic traffic - they are basically running bots to auto-claim such airdrops making their objective totally redundant.
