I would say that you should not over think the timing. If your project is good and you have developed a strong team behind the project you will be able to raise what you need. If you are waiting for the irrational exuberance of last year to return you may have to wait a very long time. Now is the new normal and there is no predicting if things will improve in the coming months or years.

Anytime is a good time for ICO, the only thing here is that a lot of investors may not want to be putting in much considering that based on the value of the ICO, more Ethereum will be leaving their wallets as a result of the low price compared to when it was still around $1000 and any amount you are buying then is going to be worth it. However, I do not see why that should really be a problem for an investor anyway, since it is still all about how much you are willing to invest in the ICO in the first place compared to the current value of the market.

People are still investing in ICOs as long as it still seems a viable project that is worth taking a risk on for the long term. It also depends on what he is aiming for, I would say that ICO projects are more profitable when the market, particularly ethereum, is pumping, so if he invest when ethereum is dropping like right now he may end up waiting too long to actually see he's earnings.

I guess that will be much better of the price for ico token will not pegged to the ethereum pair. It will be much better to be fixed price in the dollar form consider this will be preventing the possibility of token will have gotten a big impact caused by the bearish trend that happen to the ethereum. So many icos were forgetting this.

But if you find a good product resistent to the storms, of course you should use it.   Why peg it to Ethereum?  I have zero interest in any ERC20 tokens because the market is flooded with them.  If you must peg it to ETH and believe in your project then the timing won't matter because you should be selling against the USD.  IF you need $1,000,000 and ETH is $1,000 then you only sell 1,000 ETH's worth.  If ETH is $500 then you sell 2,000 ETH's worth and so on.

I don't think so. Current is not the appropriate time to develop the ICO. As you know the current price of ETH =200$ BTC =6200$ very cheap for us to buy into and invest in the ICO. But you don't know that the current psychology of the investors are so bewildered, so scared, scared because the market is downtrend. They worry with their amount so they do not dare to invest.Only when identified the uptrend, they new station money on it. One more thing which is the current price of the coin, token top are very cheap instead of investing in ICO I think they will invest in the copper coin, token with which to secure for their money. I think this is not a good time to invest in ICO projects. At the moment we can see that a lot of bad projects are working and I think it will not last long in the Crypto market. A strong rejection is taking place in this market.
